"Action, Not A Bag of Mouth" - An Overview of the Consultative Process to Rebuild the Jamaica Netwrok of Seropositives

Background After experiencing a dramatic crisis at the end of 2003 which led to the fragmenting of the Jamaica Network of Seropositives (JN+), in early 2005 the organization conducted a series of island-wide consultations with the PLWHA community to facilitate rebuilding of the organization. Objectives To mobilize PLWHAs, in order to raise their awareness about JN+ and its mandate; To allow PLWHAs to articulate their needs and to devise responses; To foster a better sense of organizational ownership among PLWHAs, and to promote increased stakeholder involvement at all levels. Design & Methods For ease of understanding and participation a simple format was followed - A member gave a testimonial of their experience with JN+ then participants were encouraged to share their expectations with the group. A brief overview of JN+ followed. In outlining the organization's present situation, emphasis was on the rebuilding process which includes the recruitment of full time staff. Later, in small working groups participants documented issues which have compromised PLWHA access to treatment, and how stigma and discrimination have affected their lives. Other groups convened to discuss the support groups and outreach. There participants focused on how to revitalize and strengthen these components of the institutional programme. These outcomes were then shared in the plenary. Results The consultations were attended by 258 participants; two-thirds of whom were PLWHAs. Many PLWHAs used the occasion to appeal for social and financial assistance. Others were able to vent about the injustices they face on a daily basis as they are treated as pariahs by the society. Unemployment was identified as the most critical issue facing PLWHAs. This led to a call for JN+ to devise strategies to assist members to improve their skills/ productive capacity, and to collaborate with other organizations, to assist PLWHAs to secure employment. The Consultations influenced a strong turn out of PLWHA at the JN+ Annual General Meeting where a new board was elected. JN+ is currently seeking technical and financial assistance to establish a capacity building programme for PLWHA, which will enable its members to improve their vocational skills and employability so as to lead more socially and economically productive lives. This intervention is expected to increase the meaningful participation and empowerment of PLWHAs in HIV/AIDS programming, which will improve the impact of prevention and treatment interventions island-wide.
